Billy was born in Blytheville, AR to Earl and Sybil Sarters. Billy served his country in the Korean War where he was awarded both the Silver and Bronze Stars for acts of heroism. Hunting and fishing were two of his favorite activities in his spare time.He also enjoyed reading books (westerns and spy novels), going to the movies and watching TV.
